My husband came home one day looking glum.  I asked him about it and he relayed to me the dilemma that his boss wants to acquire new IBM Storage servers with a really limited budget.  He knows that he would not be able to buy new ones with the budget that was given to him.  I told him not to worry about it too much because there is surely a way to be able to get the equipment that they needed even with a limited budget.
